This is the term used by the FCC to describe a satellite transmitter that is moved more often than once in any six-month period.Hughes holds both FES (Fixed Earth Station) and TFES licenses; the Datastorm operates under the TFES license.. Hughes has published a document which outlines the requirements for a TFES station to operate within the rules, and this will often be referred to as the "TFES Requirements."
